Sheila S. Arguelles

Sheila Arguelles serves as the Air Force Banking Program Manager within the Office of the Assistant Secretary of the Air Force for Financial Management (SAF/FM). In this role, she is responsible for managing and overseeing the Air Force’s relationships with on-base banks and credit unions worldwide. She serves as the primary liaison to the DoD Banking Office on Air Force requirements related to the Overseas Military Banking Contract (OMBC) and represents the Air Force in coordination with the Association of Military Banks of America (AMBA) and the Defense Credit Union Council (DCUC) on enterprise-level banking issues.  In addition, she serves as the Program Manager for the Air Force’s Stored Value Card (SVC) Program, coordinating with the U.S. Treasury, Federal Reserve Bank, U.S. Central Command, U.S. Air Forces in Europe, and other key stakeholders to deliver a secure digital currency solution for deployed personnel. Additionally, she partners with Air Education and Training Command (AETC) to implement similar digital payment solutions for basic trainees. Her responsibilities include equipment deployment, process governance, and budget execution.

Ms. Arguelles entered the United States Air Force in 1998 and served 24 honorable years. Her service in the financial management field included assignments to Texas, California, and North Carolina, where she held key positions in military pay operations, budgeting, resource management, and policy development. During her career, she deployed and led multimillion-dollar financial operations in support of major contingency missions in Afghanistan, providing critical financial management in joint and coalition environments across complex and dynamic operational theaters.
