Stephen Straub
Comptroller, CNIC
Mr. Straub serves as the Comptroller for the Commander, Navy Installations Command (CNIC) and Naval Facilities Engineering Systems Command (NAVFAC). He oversees all facets of financial governance and oversight, functioning as the sole Budget Submitting Office (BSO) for both commands. He brings over 25 years of financial management experience in the Department of the Navy and joined the Senior Executive Service in January 2012. Before his current role, he served as the Comptroller of the Strategic Systems Programs (SSP) and led the Resources Branch from January 2012 to August 2022.
Before becoming the SSP Comptroller, he served as the Head of the Aviation and Weapons Branch in the Office of the Assistant Secretary (Financial Management and Comptroller) (OASN (FM&C)) from April 2010 to January 2012. He was responsible for budget execution, including the formulation and justification of all investment and development appropriations related to naval aviation, weapons and ammunition procurements, and Marine Corps procurements. Within OASN (FM&C), he advised the Investment Division Director, the Budget Officer for the Navy, and the Assistant Secretary of the Navy Financial Management and Comptroller on all program-related matters within his portfolio.
Mr. Straub formerly served as Budget Officer in the SSP Resources Branch, where he functioned as the primary financial and policy manager overseeing appropriations for the Strategic Weapons System. As Budget Officer, he oversaw, managed and coordinated all budgetary aspects related to the development, acquisition, and operation of the TRIDENT II (D5) weapon system. Before becoming Budget Officer for SSP, Mr. Straub led the Operations and Maintenance Branch at the Office of the Deputy Commandant of the Marine Corps (Programs and Resources). As branch head, he was responsible for executing, formulating, and justifying Operations and Maintenance appropriations for the entire United States Marine Corps (USMC). In this role, he provided senior USMC leadership with advisory services on all financial and budgetary matters concerning the Operation and Maintenance appropriations.
Mr. Straub earned a Bachelor of Arts degree in Economics from Tulane University. He is a member of the Acquisition Professional Community with Level 3 certification in budget, cost, and finance, Level 2 certification in program management, and Level 3 certification in the Financial Management Certification Program.
