
National banking and credit union associations have urged Congress to reject the Durbin-Marshall “Credit Card Competition Act” interchange amendment and a related commissary fee study in the FY2026 National Defense Authorization Act (NDAA). They warn that these provisions, unrelated to defense, would harm consumers by reducing card security, eliminating rewards, and raising costs—while benefiting only large retailers. The groups also stress that community banks, credit unions, and especially military families would lose critical financial services supported by interchange revenue. They call on Congress to keep the NDAA focused on national defense, not unrelated financial mandates.
